Return True if year is a leap year in the Gregorian calendar:

  • divisible by 4, except
  • years divisible by 100 are not, unless
  • they are also divisible by 400.

    year % 4 == 0 and (year % 100 != 0 or year % 400 == 0). 1900 is divisible by 4 and by 100 but not by 400, so it is not a leap year; 2000 is.
